How do you decide the layout for your petsite?

I'm currently trying to think of a design for my website. I have an idea what I want, but I feel like I'm drawing a blank on how to arrange it. I think I want my layout to have an overall retro rpg adventure game feel but struggling to find where I want to put everything. I'm wondering what other people do when they are thinking about website layouts.

I usually mess around with Photoshop until I come up with something I like.

Yep that's what I'm doing too although I'm using clip studio. I think I need some more references though cause it still feels not quite right.
